There is no consensus yet. The project only really started about 2 days
ago. The best place to ask this is to subscribe to the mailing list
http://openaerialmap.org/mailman/listinfo/talk_openaerialmap.org and ask
there.

I would be against that, since I'm already using the data in situations
that are considered commercial under the terms of the CC license.
In the end, my hope is that we can collect this data, and allow users to
choose what rights they want, and then they'll get imagery that meets
their specific requirements. However, that's not going to happen in the
next couple days -- and possibly not the next couple weeks, because it's
somewhat difficult to implement caching for all those different
collections of layers atm.

Anyone can drop OAM maps into any map. There are already people creating
maps on remote sites that don't provide attribution, and people can just
as easily start making money off these sites as well. I would advise
against uploading data with NC or SA restrictions until these issues are
worked out better.
