I also think it is a good idea to distribute the server data regionally 
to spread the storage requirements.  Also what about the idea of using 
NASA data that is in World Wind ?  Not sure if it is totally free in use 
but it could provide a "base" set of aerials just like the Tiger files 
provide a base set of roads in OSM.
