For time series of images to be useful, I could see possible mashups
like the possibility to animate the images or to shove them into a
simple (WPS ?) change detection algorithm (image difference,
ratio ...).  

More generally, I find your idea of having more or less arbitrary images
rather than a reference layer per zoom level interesting.
