[OAM-talk] Technical proposal update: so much for DHTs

After talking to Artur Bergman, who is responsible for Wikia's network
architecture, I've been persuaded that basing P2P storage on distributed
hash tables might be a recipe for disaster, given their complexity and
lack of sustained track record. I'm bummed because I think the DHTs are
awesome, at least conceptually.
So I've rewritten yesterday's technical proposal to discard DHTs in
favor of centralized storage node lists. Until the network gets
absolutely huge, the simplicity of distributing (differential,
compressed) node list updates far outweighs the possible complexity
introduced by having to traverse a DHT network.
Thanks to everyone who edited the proposal or responded to it on the
list. Keep the ideas coming, folks. :)
